Isolation Manager - Light Rail Transit

Role Overview

An exciting opportunity to join a major light rail transit delivery programme during its construction, commissioning, and early operational phases. The Isolation Manager is responsible for the development, implementation, and execution of isolation and Lock‑Out/Tag‑Out (LOTO) procedures across all applicable systems, including electrical and mechanical systems.

This role plays a critical part in maintaining a safety‑first culture, ensuring compliance with all relevant safety legislation and industry standards throughout construction, testing, commissioning, and temporary operations. The Isolation Manager will work as part of the commissioning and temporary operations team, reporting to the Temporary Operations Manager, and will act as a deputy where required, including interfacing with Operations Control functions.

Key Responsibilities

  • Carry out duties as assigned by the Temporary Operations Manager or Commissioning Manager during construction, commissioning, and operational readiness phases.

  • Develop, implement, and maintain comprehensive LOTO procedures for all LRT systems, including (but not limited to) traction power, signalling, communications, rail vehicles, and associated infrastructure.

  • Ensure isolation and LOTO policies comply with applicable occupational health & safety legislation and transport safety standards.

  • Review and control all LOTO documentation, switching schedules, and maintain an up‑to‑date registry of isolations and equipment status.

  • Coordinate and deliver LOTO training for employees, contractors, and new hires.

  • Identify personnel, assess competence against experience, voltage levels, and system knowledge, and authorise individuals for isolation activities.

  • Maintain accurate records of authorised personnel, equipment inspection, calibration, and certification.

  • Provide technical support and guidance during isolation activities.

  • Monitor compliance with LOTO procedures across the project.

  • Participate in investigations of incidents or near‑misses related to isolations and implement corrective actions.

  • Maintain detailed logs of isolation activities, including isolation points, tags, and personnel involved.

  • Conduct regular audits of LOTO procedures and compliance.

  • Prepare reports on LOTO compliance, risks, and improvement actions for senior management.

  • Communicate updates or changes to LOTO procedures to relevant stakeholders.

  • Work closely with Temporary Operations, Safety, and Commissioning teams to plan and coordinate isolation activities.

  • Support the integration of LOTO considerations into system design changes and commissioning activities.

  • Develop procedures for complex isolation scenarios related to commissioning and integration testing.

  • Demonstrate strong understanding of electrical commissioning, systems integration testing, and degraded mode operations.

  • Support monitoring and implementation of dynamic power and harmonic testing where required.

  • Review and assess contractor electrical safety plans and procedures.

  • Support the implementation of Temporary Operations standard operating procedures as required.

Requirements

  • Bachelor's degree in Electrical Engineering or equivalent qualification. Journeyman Electrician, Safety Management qualification, or an equivalent combination of education and experience will be considered.

  • Minimum 5 years' experience in rail systems commissioning, with at least 2 years' direct experience managing or implementing LOTO procedures.

  • Prior certification and experience working with high‑voltage, DC traction power, overhead contact systems, and low‑voltage systems.

  • Strong understanding of SCADA and automation systems.

  • Familiarity with construction safety regulations and rail industry standards.

  • Ability to read and interpret electrical, mechanical, and systems drawings and project documentation.

  • Strong verbal and written communication skills.

  • Ability to work on an active construction site, including navigating uneven terrain, climbing stairs and ladders, and working outdoors in varying weather conditions.

  • Physically fit and comfortable working across a live rail environment using specialist tools and equipment.
