Our client is a major international infrastructure contractor, operating as part of a joint venture delivering a strategic cross‑border freight rail project in the UAE. The works include large‑scale civil packages and complex integration with rail systems across multiple interfaces.

The Civils / Systems Interface Manager will sit within the civils delivery team and act as the focal point for managing interfaces between civil works and rail systems. This is a delivery‑focused role, supporting design coordination, construction sequencing, and readiness through to testing and commissioning.

Key ResponsibilitiesManage interfaces between civil works and rail systems (track, power, signalling, depots, OCC/SCADA as applicable)Coordinate with civils package teams, systems contractors, and JV stakeholdersIdentify and mitigate interface risks relating to design, construction sequencing, access, and T&C readinessSupport interface planning sessions, workshops, and issue resolutionAct as a practical link between engineering, construction, and systems teamsRequirementsDegree‑qualified (Engineering or relevant technical discipline)15+ years' experience on major rail or infrastructure projectsStrong contractor or JV‑side backgroundCivils‑led profile with solid exposure to rail systems interfacesComfortable operating in a complex, multi‑stakeholder delivery environmentMiddle East experience beneficial

This role will oversee complex civil design packages across tunnels, bridges and stations.

Key ResponsibilitiesManage and coordinate detailed design services across civil assets including tunnels, bridges, viaducts, cut-and-cover structures, and stations.Oversee interfaces between structural, geotechnical, alignment, architectural, and systems engineering disciplines.Review, challenge, and approve design deliverables to ensure compliance with project standards, codes, safety requirements and local regulations.Lead design progress meetings, technical workshops, and coordination sessions with internal teams and external stakeholders.Provide guidance on constructability, sequencing, and risk mitigation for complex civil works.Ensure design documentation is delivered on schedule and to the required quality.Support the resolution of design queries during construction and contribute to technical decision‑making throughout the project lifecycle.RequirementsMinimum 15 years' overall experience in civil engineering.At least 5 years of high‑speed rail experience, ideally covering detailed design and major civil structures.Strong background in tunnels, bridges, stations, and heavy civil assets.Bachelor's degree (minimum) in Civil Engineering or equivalent - degree‑qualified is essential.Gulf / GCC experience preferred, especially on large‑scale infrastructure programmes.Experience coordinating multidisciplinary design teams on major rail or mega‑infrastructure projects.Strong understanding of international design standards and safety regulations.Excellent communication and stakeholder‑management skills.What This Role OffersOpportunity to work on one of the region's most high‑profile rail infrastructure programmes.Long‑term, stable role within a major international consultancy.Exposure to complex engineering challenges across a national HSR network.

You'll be joining a globally recognised engineering and certification body known for delivering Independent Safety Assessment, system assurance, and inspection services across complex metro, mainline and high‑speed rail projects worldwide. In the UAE, they play a key role in the safe development and expansion of national rail infrastructure.

Role Overview

You will be responsible for ensuring that all systems, subsystems, and interfaces within the railway meet the required safety, reliability, and availability standards throughout the project lifecycle. This includes assessment, documentation review, audits, and stakeholder coordination, supporting the successful certification and authorisation of rail systems.

EWI is supporting a major rail infrastructure programme in the Middle East, seeking a highly experienced Senior Rolling Stock Expert to lead design development, interface management, and technical assurance of rolling stock systems. This role requires a strong OEM (manufacturer‑side) background, deep technical expertise, and the ability to operate confidently within a consultancy environment.

Key Criteria (Mandatory)13-15 years of Rolling Stock (RSK) experience with proven depth across vehicle systems.Strong proficiency in rolling stock design review, including evaluation of OEM design submissions, engineering drawings, calculations, and technical documentation.Experience working directly for a rolling stock manufacturer, covering the full design and manufacturing lifecycle (not only maintenance or testing).Dynamic, client‑facing personality with consultancy experience, able to engage stakeholders, present confidently, and navigate multidisciplinary project environments.Role Overview

The Senior Rolling Stock Expert will oversee the technical development, systems integration, and assurance of rolling stock for a large, multi‑package rail programme. This includes ensuring compliance with project specifications, leading design reviews, managing interfaces across disciplines, and supporting testing and commissioning activities. The role suits someone with strong OEM engineering foundations and the ability to represent the client in high‑level technical discussions.

Key ResponsibilitiesRolling Stock Design LeadershipLead and oversee the technical development of rolling stock systems including carbody structure, propulsion/traction systems, braking, doors, HVAC, and onboard subsystems.Ensure OEM design activities align with project requirements, standards, and system performance criteria.Design Review & Technical AssuranceConduct detailed reviews of design submissions, engineering calculations, drawings, and technical specifications.Validate compliance with international rail standards, safety requirements, and contractual obligations.Provide expert feedback to manufacturers and ensure corrective actions are implemented.Systems Integration & InterfacesCoordinate rolling stock integration with signalling, power supply, telecoms, trackwork, PSD, depot equipment, and control systems.Lead interface workshops and support the development and verification of Interface Control Documents (ICDs).Resolve cross‑discipline technical conflicts and ensure smooth system interoperability.Testing & Commissioning OversightSupport factory testing, static/dynamic testing, integration testing, and trial operations.Ensure performance, safety, and reliability targets are fully achieved before acceptance.Compliance, Safety & QualityEnsure adherence to relevant safety standards (EN, IEC, etc.), RAMS processes, and technical frameworks.Drive continuous improvement and uphold technical excellence across all project phases.Stakeholder Coordination & ReportingWork closely with engineering, operations, maintenance, and project management teams.Prepare high‑quality reports, technical presentations, and updates for senior management and client stakeholders.Represent the programme in design meetings with OEMs and consultants.Required Qualifications & ExperienceBachelor's degree in Mechanical, Electrical, Railway Engineering or related field.Minimum 13-15 years rolling stock experience, with clear OEM exposure.Demonstrated ability in rolling stock design review, system assurance, and multidisciplinary interface coordination.Direct experience working for a rolling stock manufacturer in design/manufacturing phases.Experience in consultancy, engineering management, or PMO environments.Strong knowledge of rail safety standards and rolling stock lifecycle engineering.International project experience preferred.Desired SkillsStrong communication, leadership, and client‑facing engagement abilities.Ability to perform within complex, fast‑paced engineering environments.Confident presenter and able to influence stakeholders diplomatically.Proactive, solutions‑driven, and technically rigorous.
