An international consultancy is seeking a Senior Change Management Consultant to support a large‑scale infrastructure programme in Saudi Arabia. The role will be based in Riyadh and will play a key part in ensuring successful organisational and stakeholder adoption across a complex, multi‑disciplinary project environment.
This position is suited to an experienced professional with a strong background in change management within major infrastructure or rail projects, ideally gained in a PMC, engineering consultancy, or client advisory capacity.
Key ResponsibilitiesDevelop and implement change management strategies aligned with project objectives and stakeholder requirements.Lead stakeholder engagement activities, ensuring effective communication of change initiatives across all levels of the organisation.Conduct change impact assessments and define mitigation strategies to minimise disruption to people, processes, and systems.Support organisational readiness through the delivery of training programmes, workshops, and awareness campaigns.Work closely with project leadership, delivery teams, and client stakeholders to embed change initiatives effectively.Monitor adoption and effectiveness of change activities, tracking KPIs and reporting progress to senior management.Provide strategic advice on organisational development, culture change, and behavioural impacts within a large infrastructure environment.Required Experience15+ years total professional experience10+ years within the rail sector5+ years in a dedicated change management roleProven experience working on international projects, with Middle East experience strongly preferredBackground working for a PMC, engineering consultancy, or international consultantExperience supporting complex, multi‑stakeholder infrastructure programmesSkills & CompetenciesStrong knowledge of change management methodologies and frameworks (e.g. Prosci ADKAR, Kotter, ACMP or similar)Solid understanding of organisational change, culture change, and human behaviour in large programmesExpertise in stakeholder analysis, engagement strategies, and communication planningAbility to assess impacts on processes, systems, roles, and performance metricsExperience using project management tools, KPIs, and monitoring mechanisms to track adoption and successConfident communicator, able to operate at senior stakeholder and executive levelAdditional InformationLocation: Riyadh‑based roleProject: High‑profile, long‑term infrastructure programmeEmployer: Well‑established international consultancy with a strong regional presenceCompetitive package offered, commensurate with experience

QualificationsEducationBachelor's degree in Engineering (Civil, Mechanical, Electrical, Electronic, Transportation, or Telecommunications).Master's degree or professional certifications are desirable but not mandatory.Experience RequirementsMinimum 20 years of total professional experience.Minimum 10 years in the rail sector (metro & LRT expereince cannot be considered).Minimum 5 years in a senior project management role overseeing work packages.Proven experience working on complex, multi‑package construction or infrastructure projects, with strong planning, interface, and contract management exposure.Technical SkillsDemonstrated expertise in programme and project management within large‑scale rail or infrastructure environments.Strong knowledge of project controls, scheduling, cost management, and risk management.Excellent proficiency in MS Office; experience with SAP is preferred.Familiarity with engineering processes, design coordination, and construction supervision workflows. Additional Skills & CompetenciesStrong leadership, stakeholder management, and interpersonal communication.Ability to manage multidisciplinary teams in fast‑paced environments.Fluent or native‑level English communication (written and spoken).High competence in problem‑solving, decision-making, and conflict resolution.
